National Institute for Career Service (NICS)

Introduction:

The National Institute for Career Service (NICS) erstwhile Central Institute for Research and Training in Employment Service (CIRTES) was set up in October, 1964 under Directorate General of Employment (DGE), M/o Labour & Employment for imparting Research & Training in Employment Services. The Institute was later expanded in 1970 with additional function of publishing career literature and again in 1987 with added responsibility of occupational research & promotion of self-employment. With the implementation of NCS Project under Employment Exchange Mission Mode Project of National e-Government plan (Ne-GP) in 2015, the Central Institute for Research and Training has been revamped as Nodal institute for Capacity Building for the employment service personnels working under National Employment Service at Central/ State Government and has been renamed as National institute for career service on July 2016, NICS has also been entrusted with the additional responsibilities of managing the Young Professional (YP) Scheme and Model Career Centres (MCCs) to provide direct benefits to job seekers of India.

To be a National Centre of Excellence to provide enhanced employability through Training, Research & Capacity Building Programme in the area of Employment under National Employment Services.

Mission:

  • Enhancing human & organisational excellence in Employment/ Career Service by organizing various capacity building programmes.
  • Effective implementation of schemes of National Employment Service/ National Career Service for the benefit of various stake holders.
  • Monitoring & evaluation of various schemes of National Career Service project on a sustainable basis.
  • Strengthening & improving the quality of Employment services by empowering and enhancing the capacities of the Employment Personnel with regular capacity building trainings.
  • Enhanced employability through capacity building of employment/ career service personnel and developing innovative strategies for career counselling, job –matching and placement.

I. Capacity Building Training Programs

The National Institute for Career Services (NICS) has been responsible for imparting capacity building training to employment personnel, officers & staff from DGE & state government since its inception in 1964 however NICS has been assigned with the additional task of conducting capacity-building programs for officers and staff of Model Career Centres (MCCs) and Young Professionals (YPs). Since 2015 under the ages of Model Career Centres, NICS is providing capacity building to other stakeholders of the NCS portal, including jobseekers, employers, training providers, students, counsellors, and placement organizations.

1.Types of Trainings:

  • Capacity building Training programme (CBP) for Employment Officers, Nodal Officers, MCC Staff, YPs, officers & staff of DGE
  • Mandatory Trainings of the officers of DGE as per RRs, in the field of duties and responsibilities of promotional posts.
  • Induction & Refresher Training Programme for employment service personnel's
  • Specialized Training on Vocational Guidance / Career Counselling.
  • Specialized Training on Self Employment & Entrepreneurship Development.
  • Specialized Training on National Career Service Portal Management.
  • Data Management and Analysis on Employment Market Information (EMI) & Labour Market Analysis (LMA)
  • Collaborative programme with other institutes like VVGNLI etc.
  • Training Programme on e-governance portals such as e-office, GEM, DBT, PFMS, GFR rules, administrative matters etc.
  • Training on RTI, Sparrow, e-bhavishya etc.

2.Workshops/ Orientation Programmes/ seminars/ webinars/ career guidance sessions for various stakeholders of NCS viz. Jobseekers, Employers, Skill Providers, Counsellors, and Placement Organizations & Govt. Departments, this program aims to raise awareness about the National Career Service Project, focusing on its role in providing employment, upskilling, and guidance opportunities for jobseekers and students. It empowers youth to make informed career choices and manage their career growth. The program promotes the NCS Portal and free career services at Model Career Centres through lectures and presentations by internal and external faculties. Topics covered include the NCS Portal overview, job fairs, career counselling with psychometric tests, skill development, digital skills, the gig economy, sustainability, resume building, future employment opportunities, career restarting, employability skills, green jobs, and effective job-hunting strategies.

3.Skill-Gap Training Programmes in association with various industries These training initiatives bridge the gap between job requirements and existing skills, empowering individuals with competencies needed for workforce success. Through industry partnerships, participants gain practical insights and relevant training, enhancing their employability in today’s dynamic job market. The objective is to equip individuals with skills and knowledge demanded by employers, thereby increasing their workforce readiness. Programs like Digi-Saksham in association with Microsoft in the field of MS Excel, Power BI, Python, Azure, SQL, AI also TCS-ion & TCS YEP Programs in the field of Communicative English, corporate etiquette, resume building, interview skills, analytical and reasoning skills, and basic computer knowledge. These Training includes classroom and computer lab sessions, targeting jobseekers and students, and is delivered by internal and industry faculty according to the provided schedule

II. Young Professionals Scheme:

Model Career Centre (MCC), established under NCS project of MoLE, is a hub of career-related services with right infrastructure and linkages available to perform Counselling, registration, Job fairs and Assessment on NCS portal. To support the professional needs of Model Career Centres, the Ministry of Labour and Employment launched the Scheme for Young Professionals. This initiative leverages the fresh perspectives and energy of young leaders to transform employment services and career guidance & counselling in India. Young Professionals are deployed to these centres to help integrate and institutionalize new processes, the key role of NICS in this scheme is handling the formulation of YP Scheme and its implementation in the form of recruitment, deployment, capacity building, remuneration, and contract extensions for all Young Professionals across India. Since 2015, NICS has conducted 10 recruitment rounds and selected 748 YPs out of which a total of 500 YPs joined the MCCs till date.

The process of YP Scheme implementation includes:

  • Formulation /Revision of Guideline of Young Professionals
  • Recruitment & Deployment of YPs to MCCs
  • Induction and refresher training to YPs for Capacity Building
  • On boarding and handholding of newly appointed YPs
  • Data Management of YPs & MCCs
  • Moderating issues and grievances raised by nodal officers and YPs
  • Granting long leaves to YPs & Processing resignations
  • Forwarding transfer requests and issuing transfer orders
  • Handling request for NOCs/ Employment Verification of Ex YPs/ Work Ex etc.
  • Disbursement of remuneration before 15 of every month & Settlement of TA bills for YPs
  • Collecting Half Yearly performance reports & processing for annual increments & further service extension
  • Coordinating Mega Job Fairs across India.
  • Coordinating Employability training programs for job seekers across India through MCCs.

III. Model Career Centre:

The Ministry of Labour & Employment has established few Model Career Centres (MCCs) that operate directly under the supervision of Ministry. One such MCC was approved at the National Institute for Career Services (NICS), since its establishment, MCC NICS has been dedicated to the effective implementation of employment services. It organizes job fairs, supports jobseekers in making informed career decisions by providing comprehensive employment-related information, conducts career talks and seminars, offers career guidance and counseling, and provides employability training.

Key Activities of MCC, NICS are as follows:

  • Registration: Facilitating the registration of job-seekers and employers & other stakeholders on the NCS portal.

  • Career Guidance Sessions: Offering both individual and group guidance sessions to job seekers.
  • Awareness about NCS through workshops & orientation programs: Organizing awareness programs and hosting regular workshops, seminars, conferences, and orientations for stakeholders of the National Career Service in the campus of NICS Noida and through outreach activities.
  • Video Success stories: Creating video success stories of job seekers and employers who benefit from the job fairs / placement drives.
  • Webinar on emerging job roles/ Career Talks: NICS Noida introduced "Webinar on New and Emerging Job Roles" an initiative designed to empower students with essential career insights and guidance. IV. Other Activities of NICS :

  • Monthly E-Newsletter: Since 2019, the National Institute for Career Services (NICS) has been publishing its monthly e-newsletter to keep job seekers, employers, state employment officers and other stakeholders informed about the activities & upcoming events.   • Career Information/ Career Content: Before 2015, the National Institute for Career Services (NICS) primarily focused on research, training, and career publications. However with the launch of the NCS Portal, all career-related information is accessible online, hence NICS has been revamped with training and employment-related services in 2024. Recognizing the need for up-to-date career information in the evolving job market, now NICS again started creating brief career content for quick access, aimed at helping jobseekers and students navigate the new world of work.   • Maintenance of Newspaper clips related to employment: Since April 2024, NICS Noida has been assigned the additional responsibility of compiling employment-related news. The National Institute for Career Service (NICS) gathers articles and clippings covering topics such as job market trends, recruitment drives, career advice, and updates on employment policies. V. Administrative Activities:

  • All admin and establishment related activities as HOD and HOO / DDO of NICS
  • Preparation & submission of various reports such as RTIs, public grievances, Hindi quarterly report, e- Samiksha report, 56-j report
  • Preparation & submission of sanction strength report/ vacancy post report.
  • Preparation & submission of monthly court cases
  • Coordination with CPWD wings of civil, electrical, horticulture for their maintenance services in NICS.
  • Maintenance of hostel and staff quarters at NICS
  • Preparation & submission of Monthly & Annual work report of NICS Noida.
